Abstract

The transformation of da'wah activities into the digital sphere has expanded the dissemination of religious messages while simultaneously generating increasingly complex regulatory challenges. This study aims to examine the intersection between state regulation and digital da'wah practices by employing Fairclough’s Critical Discourse Analysis (CDA). Through the stages of textual analysis, discourse practice, and social practice, this research uncovers the interplay of power, narrative construction, and ideology embedded in Indonesia’s religious content monitoring policies. The findings reveal that the state frames da'wah within a legal-formal structure—primarily through the Electronic Information and Transactions Law, the Law on Societal Organizations, and the Religious Moderation program—thus reproducing the meaning of da'wah as an instrument of social stability. Meanwhile, digital preachers respond with adaptive strategies such as self-censorship, soft da'wah, and algorithmic adjustments, signaling a shift in religious authority from institutional to personal. The principal contribution of this study lies in identifying the mechanisms through which digital religious regulation produces hegemonic discourse, offering new insights for scholarship on digital da'wah and state–religion relations in platformized environments. These results underscore the need for participatory and dialogical approaches to religious public policy to maintain digital da'wah spaces that are inclusive, accountable, and supportive of diverse religious expression.
